Perched in London is somebody I have a lot of time for.  Working in the housing sector and with extensive knowledge of the problems faced by the elderly who undertook right to buy while being poorly advised in many cases, @cityeyrie is acutely aware of the problems faced as councils routinely land leaseholders with bills for thousands of pounds at the wrong end of their lives when many if not all would have been better off remaining as council tenants.

As they grow old and require nursing care they often find themselves ineligible for council residential homes having bought themselves out of the system.

Buying back council flats sold under RTB by CPO for any legal transgression would be a morally acceptable thing to do in my view.  When you look at the recent story in Westminster who have had to pay millions to buy back former council properties bought under RTB, with a discount incidentally, paid for at the time by Westminster, you can see the absurdity of the present situation and the Tweet above is concise in its proposed solution.
